關于進一步加強黨管人才工作的意見(2012年9月26日) 為加強和改進黨(dang)對(dui)人才工作的領導(dao),根(gen)據《國家中(zhong)長期人才發展規劃綱要(2010—2020年)》,現就進一步加強黨(dang)管人才工作提出如下意見。 一(yi)、充(chong)分認識進一(yi)步加強黨管(guan)人(ren)才工作(zuo)的重要意(yi)義 1.黨(dang)管(guan)(guan)(guan)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)是人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)工(gong)作(zuo)的(de)重要(yao)(yao)原(yuan)(yuan)則。黨(dang)和國(guo)家歷來(lai)高度重視人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)工(gong)作(zuo)。進入新(xin)世紀新(xin)階段,中央作(zuo)出實施(shi)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)強國(guo)戰略(lve)的(de)重大決策(ce),確立了黨(dang)管(guan)(guan)(guan)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)原(yuan)(yuan)則。黨(dang)管(guan)(guan)(guan)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)主要(yao)(yao)是管(guan)(guan)(guan)宏觀、管(guan)(guan)(guan)政策(ce)、管(guan)(guan)(guan)協(xie)調(diao)、管(guan)(guan)(guan)服務(wu),包括規(gui)劃人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)發展戰略(lve),制定并落實人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)發展重大政策(ce),協(xie)調(diao)各方面力(li)量形成共同(tong)參(can)與和推動(dong)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)工(gong)作(zuo)的(de)整體合力(li),為(wei)各類人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)干事創業(ye)、實現價(jia)值提供良好服務(wu)等。黨(dang)管(guan)(guan)(guan)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)是黨(dang)的(de)組織(zhi)制度的(de)重要(yao)(yao)組成部(bu)分,是人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)工(gong)作(zuo)沿著正確方向前進的(de)根(gen)本保證。 2.新形勢(shi)新任務要求進(jin)一步(bu)加(jia)強(qiang)(qiang)黨(dang)管(guan)(guan)(guan)人(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作(zuo)。世(shi)界多極化(hua)和(he)(he)經(jing)(jing)濟(ji)全球化(hua)的(de)(de)(de)(de)(de)深入(ru)發展(zhan),使人(ren)才(cai)(cai)(cai)(cai)(cai)在(zai)(zai)綜合國(guo)力競(jing)爭中(zhong)的(de)(de)(de)(de)(de)地位(wei)和(he)(he)作(zuo)用更加(jia)凸顯。我國(guo)正處于全面建(jian)設小康社會的(de)(de)(de)(de)(de)關鍵時(shi)期和(he)(he)深化(hua)改(gai)(gai)革開放、加(jia)快(kuai)轉變經(jing)(jing)濟(ji)發展(zhan)方(fang)(fang)式的(de)(de)(de)(de)(de)攻(gong)堅時(shi)期,人(ren)才(cai)(cai)(cai)(cai)(cai)越(yue)來越(yue)成為推動科(ke)學發展(zhan)的(de)(de)(de)(de)(de)關鍵因素。隨著(zhu)我國(guo)人(ren)才(cai)(cai)(cai)(cai)(cai)隊伍規模不(bu)(bu)斷擴(kuo)大(da)(da)、構(gou)成趨(qu)于多樣、流動顯著(zhu)加(jia)快(kuai),對(dui)(dui)各類(lei)人(ren)才(cai)(cai)(cai)(cai)(cai)服務、支(zhi)持和(he)(he)管(guan)(guan)(guan)理的(de)(de)(de)(de)(de)力度需要進(jin)一步(bu)加(jia)大(da)(da)。近年來,各級黨(dang)委和(he)(he)政府認真貫(guan)徹(che)黨(dang)管(guan)(guan)(guan)人(ren)才(cai)(cai)(cai)(cai)(cai)原(yuan)則,人(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作(zuo)取得了新成績,積累(lei)了新經(jing)(jing)驗,為經(jing)(jing)濟(ji)社會發展(zhan)提(ti)供了有力的(de)(de)(de)(de)(de)人(ren)才(cai)(cai)(cai)(cai)(cai)支(zhi)撐。但一些領導(dao)干部對(dui)(dui)黨(dang)管(guan)(guan)(guan)人(ren)才(cai)(cai)(cai)(cai)(cai)認識(shi)不(bu)(bu)到(dao)位(wei)、黨(dang)管(guan)(guan)(guan)人(ren)才(cai)(cai)(cai)(cai)(cai)體制(zhi)機制(zhi)不(bu)(bu)夠健全、黨(dang)管(guan)(guan)(guan)人(ren)才(cai)(cai)(cai)(cai)(cai)方(fang)(fang)式方(fang)(fang)法不(bu)(bu)夠適(shi)應、黨(dang)管(guan)(guan)(guan)人(ren)才(cai)(cai)(cai)(cai)(cai)保障不(bu)(bu)夠有力等問題,在(zai)(zai)一些地方(fang)(fang)和(he)(he)單位(wei)還不(bu)(bu)同(tong)程(cheng)度存在(zai)(zai)。新形勢(shi)新任務要求進(jin)一步(bu)加(jia)強(qiang)(qiang)黨(dang)管(guan)(guan)(guan)人(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作(zuo),加(jia)強(qiang)(qiang)和(he)(he)改(gai)(gai)進(jin)黨(dang)對(dui)(dui)人(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作(zuo)的(de)(de)(de)(de)(de)領導(dao),把(ba)各類(lei)優(you)秀人(ren)才(cai)(cai)(cai)(cai)(cai)團結凝聚在(zai)(zai)黨(dang)的(de)(de)(de)(de)(de)事(shi)業周圍,促進(jin)人(ren)才(cai)(cai)(cai)(cai)(cai)強(qiang)(qiang)國(guo)戰(zhan)略的(de)(de)(de)(de)(de)更好實(shi)施和(he)(he)建(jian)設人(ren)才(cai)(cai)(cai)(cai)(cai)強(qiang)(qiang)國(guo)宏(hong)偉目標的(de)(de)(de)(de)(de)順(shun)利實(shi)現。 二(er)、加強黨(dang)管人(ren)才工(gong)作的指導(dao)思想和總體要(yao)求 3.指(zhi)導思想。高舉(ju)中國(guo)特色社會主義偉大(da)旗幟,以鄧(deng)小平(ping)理(li)論(lun)和“三個代表(biao)”重(zhong)要思想為指(zhi)導,深入貫徹(che)落實(shi)科學(xue)發展觀,緊緊圍繞黨和國(guo)家(jia)工作(zuo)大(da)局,創新黨管人(ren)才(cai)(cai)領導體制機制,改進黨管人(ren)才(cai)(cai)方式方法,不(bu)斷提(ti)高人(ren)才(cai)(cai)工作(zuo)科學(xue)化水平(ping),為更好地實(shi)施人(ren)才(cai)(cai)強國(guo)戰略提(ti)供(gong)堅(jian)強的政治和組織(zhi)保(bao)證。 4.總體要求。著眼(yan)于(yu)培養造就宏大的(de)高素質人(ren)(ren)才隊伍,統籌兼顧(gu),突出重(zhong)點,改(gai)革創新(xin),分類(lei)指導(dao)(dao),強(qiang)化服務(wu),注重(zhong)實效,正(zheng)確處理黨管(guan)人(ren)(ren)才與(yu)尊重(zhong)人(ren)(ren)才成(cheng)長規律、發揮市場(chang)在人(ren)(ren)才資源配置中基(ji)礎性(xing)作(zuo)(zuo)用的(de)關系,充分調動社會各方面(mian)力(li)量參(can)與(yu)人(ren)(ren)才工(gong)作(zuo)(zuo)的(de)積極性(xing)。通過進(jin)一步加強(qiang)黨管(guan)人(ren)(ren)才工(gong)作(zuo)(zuo),使黨對人(ren)(ren)才工(gong)作(zuo)(zuo)的(de)領導(dao)(dao)更加有力(li),全社會重(zhong)視人(ren)(ren)才工(gong)作(zuo)(zuo)、支持(chi)人(ren)(ren)才發展的(de)氛圍(wei)更加濃厚,努(nu)力(li)形成(cheng)人(ren)(ren)才輩(bei)出、人(ren)(ren)盡其才、才盡其用的(de)生動局面(mian)。 三(san)、健全黨管人(ren)才領導體制和工作(zuo)格局(ju) 5.加強黨(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)統(tong)一領(ling)(ling)(ling)(ling)(ling)導。發揮黨(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)(黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)(zu))在人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作中的核心(xin)領(ling)(ling)(ling)(ling)(ling)導作用,保證黨(dang)(dang)(dang)(dang)(dang)的人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作方針政(zheng)策全面貫徹落(luo)實(shi)。確立(li)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)優(you)(you)先發展戰略布局,堅持人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)資源優(you)(you)先開發、人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)結(jie)構優(you)(you)先調整、人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)投資優(you)(you)先保證、人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)制度(du)優(you)(you)先創新。黨(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)(黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)(zu))要(yao)(yao)及(ji)時研究部(bu)署人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作,謀(mou)劃大局,把握方向,解決問題,整合力量。黨(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)(黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)(zu))書記要(yao)(yao)帶頭抓(zhua)好人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作,黨(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)常委(wei)(wei)(wei)(wei)(wei)(wei)(黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)(zu)成員(yuan))要(yao)(yao)按照分(fen)工(gong)抓(zhua)好分(fen)管領(ling)(ling)(ling)(ling)(ling)域或(huo)系(xi)統(tong)的人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作。縣級以上地方黨(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)建(jian)立(li)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作領(ling)(ling)(ling)(ling)(ling)導小(xiao)(xiao)(xiao)組(zu)(zu)(zu)。由黨(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)或(huo)政(zheng)府主要(yao)(yao)負責同(tong)(tong)志(zhi)(zhi)擔(dan)任(ren)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作領(ling)(ling)(ling)(ling)(ling)導小(xiao)(xiao)(xiao)組(zu)(zu)(zu)組(zu)(zu)(zu)長(chang)的,黨(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)組(zu)(zu)(zu)織(zhi)部(bu)部(bu)長(chang)和政(zheng)府分(fen)管領(ling)(ling)(ling)(ling)(ling)導同(tong)(tong)志(zhi)(zhi)擔(dan)任(ren)副(fu)組(zu)(zu)(zu)長(chang);由黨(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)組(zu)(zu)(zu)織(zhi)部(bu)部(bu)長(chang)擔(dan)任(ren)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作領(ling)(ling)(ling)(ling)(ling)導小(xiao)(xiao)(xiao)組(zu)(zu)(zu)組(zu)(zu)(zu)長(chang)的,政(zheng)府分(fen)管領(ling)(ling)(ling)(ling)(ling)導同(tong)(tong)志(zhi)(zhi)擔(dan)任(ren)副(fu)組(zu)(zu)(zu)長(chang)。領(ling)(ling)(ling)(ling)(ling)導小(xiao)(xiao)(xiao)組(zu)(zu)(zu)成員(yuan)由黨(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)、政(zheng)府人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作職能部(bu)門的主要(yao)(yao)負責同(tong)(tong)志(zhi)(zhi)擔(dan)任(ren)。黨(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)、政(zheng)府所屬系(xi)統(tong)內人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)資源規(gui)模比(bi)較(jiao)大的職能部(bu)門,可以根據實(shi)際需要(yao)(yao)建(jian)立(li)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作領(ling)(ling)(ling)(ling)(ling)導小(xiao)(xiao)(xiao)組(zu)(zu)(zu)。 6.發揮組(zu)織部門牽頭抓總(zong)作用。各級(ji)(ji)黨(dang)委(wei)組(zu)織部門要(yao)(yao)在黨(dang)委(wei)領導下,切(qie)實擔負起人才(cai)工(gong)作牽頭抓總(zong)的責任(ren),當好(hao)參謀,創(chuang)新實踐,整合資源,示范引領。要(yao)(yao)堅(jian)持牽頭不(bu)包辦,抓總(zong)不(bu)包攬,統(tong)籌不(bu)代(dai)替,積極支持配合其他(ta)部門在職責范圍(wei)內開展工(gong)作。中央和省級(ji)(ji)組(zu)織部門要(yao)(yao)重(zhong)點抓好(hao)戰略思(si)想(xiang)研究、總(zong)體規劃制(zhi)定、重(zhong)要(yao)(yao)政策統(tong)籌、創(chuang)新工(gong)程策劃、重(zhong)點人才(cai)培養、重(zhong)大典型宣傳等工(gong)作。 7.促進職(zhi)(zhi)(zhi)(zhi)能部門各司其(qi)職(zhi)(zhi)(zhi)(zhi)、密(mi)切配合。按照統一領導、分類管(guan)理的原(yuan)則,根(gen)據部門職(zhi)(zhi)(zhi)(zhi)能,科學劃分有關部門在人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)工作(zuo)和(he)(he)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊伍建(jian)設中的職(zhi)(zhi)(zhi)(zhi)責。人(ren)(ren)(ren)(ren)(ren)力資源(yuan)社會保障(zhang)部門要(yao)在制定人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)政策法規、構建(jian)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)服務體系、培育和(he)(he)發展人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)資源(yuan)市(shi)場等(deng)方(fang)面積極(ji)發揮作(zuo)用。承擔黨政人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)、企(qi)業經營(ying)管(guan)理人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)、專業技術人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)、高技能人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)、農(nong)村實用人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)和(he)(he)社會工作(zuo)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊伍建(jian)設的主要(yao)責任(ren)部門要(yao)明(ming)確(que)職(zhi)(zhi)(zhi)(zhi)責,各司其(qi)職(zhi)(zhi)(zhi)(zhi)。各黨政職(zhi)(zhi)(zhi)(zhi)能部門和(he)(he)企(qi)事(shi)業單位要(yao)齊抓共(gong)管(guan)、通(tong)力合作(zuo),共(gong)同(tong)推動人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)工作(zuo)各項任(ren)務的落實。 8.切(qie)實發揮用人(ren)(ren)(ren)(ren)(ren)單(dan)(dan)位(wei)主體作(zuo)用。引(yin)導和(he)(he)督促各用人(ren)(ren)(ren)(ren)(ren)單(dan)(dan)位(wei)認真貫徹(che)執(zhi)行(xing)黨的人(ren)(ren)(ren)(ren)(ren)才(cai)工(gong)作(zuo)方(fang)針政策,自覺做(zuo)好本(ben)單(dan)(dan)位(wei)人(ren)(ren)(ren)(ren)(ren)才(cai)培(pei)養、引(yin)進(jin)和(he)(he)使用工(gong)作(zuo)。不(bu)斷深(shen)化(hua)(hua)干(gan)部(bu)選(xuan)(xuan)拔任用制(zhi)(zhi)度(du)改革,擴大干(gan)部(bu)工(gong)作(zuo)民主,拓寬選(xuan)(xuan)人(ren)(ren)(ren)(ren)(ren)用人(ren)(ren)(ren)(ren)(ren)渠道(dao),促進(jin)優秀人(ren)(ren)(ren)(ren)(ren)才(cai)脫穎(ying)而出。深(shen)化(hua)(hua)國有企業(ye)和(he)(he)事業(ye)單(dan)(dan)位(wei)人(ren)(ren)(ren)(ren)(ren)事制(zhi)(zhi)度(du)改革,創新管理(li)體制(zhi)(zhi),完善(shan)用人(ren)(ren)(ren)(ren)(ren)機(ji)制(zhi)(zhi),尊(zun)重和(he)(he)落實單(dan)(dan)位(wei)用人(ren)(ren)(ren)(ren)(ren)自主權。鼓勵和(he)(he)引(yin)導非公有制(zhi)(zhi)經濟(ji)組織和(he)(he)新社會(hui)組織認真落實所(suo)在地方(fang)黨委、政府(fu)人(ren)(ren)(ren)(ren)(ren)才(cai)發展(zhan)規劃,以靈活機(ji)制(zhi)(zhi)做(zuo)好人(ren)(ren)(ren)(ren)(ren)才(cai)服務和(he)(he)管理(li)工(gong)作(zuo)。 9.調動社會各(ge)方面力量參與人(ren)才(cai)工(gong)作(zuo)的積極(ji)性。引導和(he)支持工(gong)會、共青團、婦(fu)聯、科(ke)協、文聯、作(zuo)協等人(ren)民(min)(min)團體和(he)各(ge)民(min)(min)主黨派、工(gong)商聯、無黨派人(ren)士等各(ge)方面力量積極(ji)參與人(ren)才(cai)工(gong)作(zuo)。鼓勵和(he)支持各(ge)類人(ren)才(cai)培(pei)訓機構(gou)、中(zhong)介機構(gou)以(yi)及從事(shi)國際人(ren)才(cai)交(jiao)流的民(min)(min)間機構(gou)創新服務(wu)方式和(he)內容,為人(ren)才(cai)提供個性化和(he)多樣化服務(wu)。 四、完善黨管人才工作運行機制 10.建(jian)立科學(xue)決策機制。凡涉及人(ren)才工作(zuo)的重要(yao)(yao)文(wen)件(jian)、重要(yao)(yao)活(huo)動(dong)安排等,都要(yao)(yao)提(ti)交人(ren)才工作(zuo)領導小組審議(yi),重大(da)事(shi)(shi)項(xiang)(xiang)要(yao)(yao)報同級黨(dang)委(黨(dang)組)審定。提(ti)請(qing)人(ren)才工作(zuo)領導小組審議(yi)的文(wen)件(jian)和事(shi)(shi)項(xiang)(xiang),要(yao)(yao)事(shi)(shi)先征(zheng)求相關部門意(yi)見(jian)(jian)。涉及經濟社會(hui)發展全局的重大(da)事(shi)(shi)項(xiang)(xiang),要(yao)(yao)面向社會(hui)廣(guang)泛征(zheng)求意(yi)見(jian)(jian),聽取專(zhuan)家意(yi)見(jian)(jian)和建(jian)議(yi)。研究制定人(ren)才工作(zuo)重大(da)決策和部署,要(yao)(yao)注意(yi)上下銜(xian)接和政策配(pei)套。 11.完善分工(gong)協作(zuo)機制。人(ren)才工(gong)作(zuo)領導小組(zu)按照同級(ji)黨委(黨組(zu))人(ren)才工(gong)作(zuo)部(bu)署(shu),及時將年度人(ren)才工(gong)作(zuo)要(yao)點(dian)(dian)、重點(dian)(dian)工(gong)作(zuo)任務(wu)分解(jie)到(dao)各有關部(bu)門,明確工(gong)作(zuo)質量和進度要(yao)求(qiu)。有關部(bu)門要(yao)細化任務(wu)分工(gong),提出具體落實措(cuo)施,部(bu)門之(zhi)間要(yao)加強(qiang)協作(zuo)配合。 12.建立溝通(tong)交(jiao)流機制。建立人才工(gong)作領(ling)導小組(zu)例會制度,交(jiao)流工(gong)作進展情況(kuang),研究解(jie)決(jue)重點(dian)難點(dian)問題(ti)。人才工(gong)作領(ling)導小組(zu)各成員(yuan)單位要(yao)確(que)定聯(lian)絡員(yuan),加強同領(ling)導小組(zu)和其他成員(yuan)單位的工(gong)作聯(lian)系。加強人才工(gong)作信息交(jiao)流。 13.健全(quan)督(du)促落實(shi)機制(zhi)。人(ren)才工作領導小組采取年度檢查(cha)(cha)與日常(chang)督(du)查(cha)(cha)相結合的方式,對(dui)本地區本部門工作落實(shi)情(qing)(qing)況進行檢查(cha)(cha),檢查(cha)(cha)結果(guo)以(yi)適當形式通(tong)報。加(jia)強重點工作跟蹤指導和專項督(du)查(cha)(cha),探索建立通(tong)過第三方對(dui)人(ren)才發展情(qing)(qing)況進行監測、分(fen)析(xi)和評估(gu)的有(you)效(xiao)辦法。 五、創新黨管人(ren)才方(fang)式方(fang)法 14.統籌(chou)兼(jian)顧(gu),推動人(ren)才(cai)(cai)資源(yuan)(yuan)整體開(kai)發(fa)(fa)。各級黨委要根據經(jing)(jing)濟社(she)會發(fa)(fa)展(zhan)(zhan)需要,統籌(chou)經(jing)(jing)濟社(she)會發(fa)(fa)展(zhan)(zhan)和(he)(he)(he)人(ren)才(cai)(cai)發(fa)(fa)展(zhan)(zhan),圍繞中(zhong)心工作制定人(ren)才(cai)(cai)工作目(mu)標(biao)和(he)(he)(he)措施。以(yi)高(gao)層(ceng)次(ci)和(he)(he)(he)高(gao)技能人(ren)才(cai)(cai)為重點,統籌(chou)推進(jin)各類(lei)人(ren)才(cai)(cai)隊伍建(jian)設。統籌(chou)城鄉(xiang)、區(qu)(qu)域(yu)人(ren)才(cai)(cai)資源(yuan)(yuan)開(kai)發(fa)(fa),大(da)力(li)支持(chi)(chi)農村基層(ceng)和(he)(he)(he)革命老區(qu)(qu)、民族地(di)區(qu)(qu)、邊(bian)疆(jiang)地(di)區(qu)(qu)、貧困地(di)區(qu)(qu)人(ren)才(cai)(cai)培(pei)養開(kai)發(fa)(fa),積極引(yin)導人(ren)才(cai)(cai)向農村基層(ceng)和(he)(he)(he)艱苦邊(bian)遠地(di)區(qu)(qu)流動。統籌(chou)國內國際兩種資源(yuan)(yuan),堅持(chi)(chi)自(zi)主培(pei)養開(kai)發(fa)(fa)人(ren)才(cai)(cai)與引(yin)進(jin)海外人(ren)才(cai)(cai)和(he)(he)(he)智力(li)并舉。 15.把握和(he)遵循人才(cai)(cai)成(cheng)長規律(lv),加強人才(cai)(cai)工作分(fen)類指(zhi)導。根據(ju)不同類型人才(cai)(cai)特(te)點(dian),有針(zhen)對性地制定培(pei)養(yang)措(cuo)施、評價(jia)標準和(he)激勵辦法(fa),促進人崗(gang)相適、才(cai)(cai)盡(jin)其用(yong)。指(zhi)導機關(guan)、企事(shi)業單位和(he)社會組織根據(ju)各自特(te)點(dian)開展(zhan)人才(cai)(cai)工作。 16.充分(fen)發揮(hui)市場(chang)作(zuo)用,把(ba)黨管(guan)人(ren)(ren)(ren)才與(yu)市場(chang)配置人(ren)(ren)(ren)才資源有機結合(he)起來。發揮(hui)黨的(de)思(si)想政治優勢(shi)、組(zu)織優勢(shi)和密切(qie)聯系(xi)群眾優勢(shi),加強對人(ren)(ren)(ren)才工作(zuo)的(de)宏觀管(guan)理和綜(zong)合(he)協調。尊重社(she)會主義市場(chang)經(jing)濟規律,健全人(ren)(ren)(ren)才市場(chang)體系(xi),充分(fen)發揮(hui)市場(chang)在人(ren)(ren)(ren)才資源配置中的(de)基礎性作(zuo)用,實現人(ren)(ren)(ren)才資源高效配置。 17.大(da)力改革創(chuang)新(xin)(xin),增強人(ren)才(cai)(cai)工(gong)(gong)(gong)作生(sheng)機與活力。引導(dao)各(ge)(ge)類用(yong)人(ren)主體(ti)在總(zong)結運用(yong)人(ren)才(cai)(cai)工(gong)(gong)(gong)作傳統經驗的同(tong)時(shi),不斷推進(jin)人(ren)才(cai)(cai)工(gong)(gong)(gong)作實踐(jian)創(chuang)新(xin)(xin)、理論創(chuang)新(xin)(xin)、制(zhi)度創(chuang)新(xin)(xin)。及時(shi)總(zong)結推廣人(ren)才(cai)(cai)工(gong)(gong)(gong)作的新(xin)(xin)鮮經驗。鼓(gu)勵各(ge)(ge)地探索建(jian)立人(ren)才(cai)(cai)管理改革試驗區。探索運用(yong)現代科技手(shou)段特別是網絡信(xin)息(xi)技術開展人(ren)才(cai)(cai)工(gong)(gong)(gong)作。 六、加強黨管人(ren)才(cai)工作的保障措施 18.落實(shi)工作責任。實(shi)行縣(xian)級(ji)以上地方黨政領導(dao)班(ban)子人才工作目標(biao)責任制。科學設置(zhi)考核指標(biao),建(jian)立完(wan)善(shan)考核辦法,合理運用考核結果,推動人才工作任務落實(shi)。 19.加強人(ren)才(cai)工作(zuo)(zuo)(zuo)機(ji)構和隊伍建設(she)。省(自治(zhi)區(qu)、直轄市(shi))、市(shi)(地(di))和有條(tiao)件的縣(xian)(市(shi)),黨(dang)委組(zu)織部門要(yao)建立健全(quan)人(ren)才(cai)工作(zuo)(zuo)(zuo)機(ji)構,配(pei)齊配(pei)強工作(zuo)(zuo)(zuo)力量。暫無(wu)條(tiao)件設(she)立專門機(ji)構的縣(xian)(市(shi)),要(yao)有專人(ren)負責(ze)人(ren)才(cai)工作(zuo)(zuo)(zuo)。黨(dang)委、政府有關職能部門可根據實際需要(yao)建立人(ren)才(cai)工作(zuo)(zuo)(zuo)機(ji)構。加強人(ren)才(cai)工作(zuo)(zuo)(zuo)隊伍的教(jiao)育培訓和實踐鍛煉,不斷(duan)提(ti)高隊伍能力素質。 20.強化(hua)理(li)論指(zhi)導。大力宣傳普及(ji)科(ke)學(xue)人(ren)才(cai)觀,深入(ru)開(kai)展人(ren)才(cai)理(li)論研(yan)(yan)究(jiu)(jiu),重視研(yan)(yan)究(jiu)(jiu)成果(guo)運用,提高成果(guo)轉化(hua)率。加強人(ren)才(cai)學(xue)科(ke)、研(yan)(yan)究(jiu)(jiu)機構和研(yan)(yan)究(jiu)(jiu)隊伍(wu)建設(she)。 21.保(bao)證人(ren)(ren)才(cai)投(tou)入(ru)(ru)。堅持人(ren)(ren)才(cai)投(tou)資(zi)優先保(bao)證,建(jian)立健全政府(fu)、社會、用人(ren)(ren)單(dan)位和個(ge)人(ren)(ren)多元化投(tou)入(ru)(ru)機制。加大人(ren)(ren)才(cai)發展(zhan)資(zi)金投(tou)入(ru)(ru)力(li)度,保(bao)障重大人(ren)(ren)才(cai)項目(mu)實施。鼓勵(li)支持企業(ye)和社會組織建(jian)立人(ren)(ren)才(cai)發展(zhan)基金。 22.營造良好環境(jing)。加強(qiang)政策(ce)引導和輿論宣(xuan)傳,大力(li)營造尊重人才、見賢(xian)思(si)齊的(de)社會環境(jing),鼓勵創新(xin)、寬容失敗的(de)工(gong)作環境(jing),待(dai)遇適當、無(wu)后顧(gu)之憂的(de)生(sheng)活(huo)環境(jing),公(gong)開(kai)平等、競爭(zheng)擇優的(de)制(zhi)度環境(jing)。推(tui)進人才工(gong)作法制(zhi)建設,形成有利(li)于人才發展的(de)法制(zhi)環境(jing)。
